Google Ads or Meta Ads: which should a small business start with?

Google Ads and Meta Ads work in very different ways. This guide explains intent versus discovery, which businesses tend to suit each, and how to test without wasting money.

The short answer

It depends on whether people already search for what you sell.

If customers type your service into Google when they need it, such as “AC repair Ongole” or “CA for GST filing”, Google Ads is usually the more natural place to start. If people do not actively search for your product, but would want it once they see it, such as a new clothing collection, a restaurant opening or a coaching programme, Meta Ads (Facebook and Instagram) is often the better fit.

Many businesses eventually use both. The question is where to begin when budget and time are limited.

Intent versus discovery

The most useful way to think about the two platforms is intent versus discovery.

Search ads on Google appear when someone types a query. You choose the keywords you want to appear for, and your ad shows alongside the results. The person has already told Google what they want, which is why search traffic often converts well for services people actively seek.

The trade-off is that you can only reach people who are searching. If few people search for what you offer, there is little to buy. And for popular searches, you are competing with every other business bidding on the same words.

Google Ads also includes other formats, such as display, YouTube and Performance Max campaigns, which behave more like discovery advertising. For most small businesses, plain search campaigns are the clearest starting point.

Meta Ads: putting your offer in front of the right people

Meta Ads appear in Facebook and Instagram feeds, stories and reels while people are scrolling. Nobody is searching for you at that moment. Instead, you choose who sees the ad based on location, age and broad interests, and Meta’s system looks for people likely to respond.

This makes Meta strong for building awareness, showing products visually, promoting offers and events, and collecting enquiries through lead forms or WhatsApp. The trade-off is that interest is lower at the moment of seeing the ad, so you usually need good creative (images or video) and a clear, compelling offer.

Which businesses tend to suit which

These are tendencies, not rules. Your own results will depend on your offer, location, competition and execution.

Often a good fit for Google Ads first:

  • Urgent or need-based services: repairs, plumbing, pest control, emergency medical care
  • Professional services people search for: accountants, lawyers, consultants, architects
  • Clinics and specialists, where people search by treatment or speciality
  • B2B services where buyers search for a solution
  • Local businesses with clear “near me” searches

Often a good fit for Meta Ads first:

  • Visual products: fashion, jewellery, home décor, food
  • Restaurants, cafés and events
  • Education and coaching, where people respond to seeing the outcome
  • New products or categories people do not yet know to search for
  • Offers and seasonal promotions, such as festival sales

Often benefits from both:

  • Real estate, education, healthcare and retail businesses frequently use Google for high-intent searches and Meta for awareness and retargeting (showing ads to people who have already visited the website or engaged with the page).

Budgets: principles, not figures

There is no single “right” budget, and anyone quoting one without knowing your business is guessing. Instead, think in principles:

  • Start with a budget you can sustain for a test period. Ad platforms need time and data to optimise. Switching campaigns on and off every few days makes results hard to read.
  • Spend enough to learn something. A budget so small that it produces only a handful of clicks will not tell you whether the channel works.
  • Work backwards from what a customer is worth. If you know roughly how much a typical customer is worth to your business, you can judge what you can afford to spend to win one.
  • On Google, competitive keywords cost more per click. A narrow set of specific, high-intent keywords in a tight location is usually a better use of a small budget than many broad ones.
  • On Meta, creative matters as much as budget. A strong image or short video with a clear offer will usually do more than simply increasing spend on weak creative.
  • Keep management fees and ad spend separate in your head. The money paid to Google or Meta and the fee paid to whoever manages the campaigns are different things.

Set up tracking before you spend

This is the step most often skipped, and the one that matters most. Without tracking, you cannot tell which ads produced enquiries and which simply used up budget.

Before launching, make sure you can measure the actions that matter:

  • Enquiry form submissions
  • Phone calls from the website or ads
  • WhatsApp clicks
  • Purchases, for online stores

In practice this usually means setting up Google Analytics 4 and Google Tag Manager on your website, Google Ads conversion tracking, and the Meta Pixel (and, where suitable, Meta’s Conversions API). It also means asking for cookie consent where it is required, so tracking is done properly. Our analytics and tracking service covers this setup.

Also plan how you will record what happens offline. If an ad brings a phone call that later becomes a sale, someone needs to note where that customer came from. A simple spreadsheet or CRM is enough to start.

A sensible way to test

  1. Pick one platform to start, based on whether people search for what you sell.
  2. Define one clear goal, such as enquiries, calls or purchases.
  3. Prepare a landing page that matches the ad and makes it easy to contact you. Sending paid traffic to a generic homepage often wastes money.
  4. Launch small and focused: a few tight keyword groups on Google, or a couple of audiences and creatives on Meta.
  5. Let it run for a fixed test period without constant changes.
  6. Review the quality of leads, not just the number. Cheap enquiries that never become customers are not a good result.
  7. Adjust one thing at a time: keywords, audience, offer, creative or landing page.
  8. Expand only when you understand what is working, whether that means more budget, a second campaign or the other platform.

Common mistakes

  • Boosting posts without a clear goal and calling it advertising
  • Running ads with no conversion tracking
  • Targeting too wide an area or too broad an audience on a small budget
  • Using the same creative for months until people stop noticing it
  • Judging a campaign after a few days
  • Ignoring calls and WhatsApp messages that come in from ads
